Scope of Position:
The Pre-Construction Manager is responsible for leading the regional pre-construction efforts for Solar, On-Shore Wind, High Voltage, and Energy Storage Projects within EDF Renewables Grid-Scale Power portfolio.
Working with cross-functional teams, and subject-matter-experts, this position will lead project-related activities pertaining to procurement of EPC construction services from RFP launch through contract execution, BoP cost estimating, constructability risk analysis, and scheduling. The position will also provide support during project acquisition, offtake negotiation, project permitting, stakeholder consultation, construction, and handover to Asset Optimization.
In addition to project-supporting tasks, the position will support continuous improvement initiatives such as documenting and improving processes and procedures, market and industry knowledge, levelized cost of energy (LCOE) reduction, maintaining EPC contract templates, and contributing to the development of digital tools.
Responsibilities:
50% Manage regional project portfolio:
• Coordinate with cross-functional teams and subject matter experts to evaluate project EPC costs, schedule, and risks.
• Review and provide feedback on engineering studies and preliminary design drawings.
• Estimate and verify quantity takeoffs on preliminary design drawings.
• Perform desktop site analysis and research into publicly available information related to construction.
• Support project during offtake negotiation, permitting, and construction.
• Conduct site visits, participate in on-site meetings during project development and construction (ex. stakeholder consultations, open houses, monthly construction meetings).
• Monitor and report on local market requirements and constraints.
30% EPC Procurement:
• Lead activities related to procurement of EPC services.
• Market and educate contractors about the EDF portfolio and determine bidder pool.
• Prepare and distribute RFP package.
• Coordinate contractor Q&A.
• Evaluate bid responses against internal estimates and key performance indicators.
• Make recommendations on contractor selection.
• Negotiate EPC contract (price and terms) along with exhibits.
10% Continuous improvement initiatives:
• Contribute to or lead initiatives such as improving processes and developing tools.
• Evaluate feasibility and impact of LCOE reduction initiatives.
• Evaluate and incorporate lessons learned.
5% Manage strategic relationships:
• Oversee a network of EPC-contractors, including pre-qualification and on-boarding of new contractors, strategic relationship management of existing qualified contractors, partnering sessions, and annual update of qualification records.
• Attend industry and company conferences.

Qualifications & Experience:
• Minimum of 7 years of relevant experience including comprehensive and diversified knowledge of renewables EPC market, including knowledge of industry best management practices and engineering principles required to construct a renewable energy plant.
• Extensive experience working and negotiating with EPC Contractors on contracts exceeding $100M.
• Preparing cost estimates of varying detail and accuracy.
• Experience performing estimate takeoffs.
• Knowledge of renewable power plant design (electrical, civil, etc.)
• Prior experience working in functional organization structure.
• Knowledge of renewable energy project offtake and financing structures.
• Knowledge of national and regional regulatory environment.
Education
• Bachelor’s degree in engineering, construction management, or equivalent.
• Master’s degree preferred.

• Ability to effectively communicate with audiences of varying levels of technical and business expertise.
• Proficiency in various Microsoft programs including Teams, SharePoint, Excel, PowerPoint, Word, Visio, MS Project, and Outlook. Familiarity with Tableau.
• Strong organizational, interpersonal communication, leadership and management skills.
• Highly motivated, self-starter, ability to work well with others and be a good team player.
• Ability to effectively collaborate with geographically disperse, cross functional and various team members (i.e. engineering, construction, program management, developers, etc.)

• Proficiency in English and French (spoken and written).
Physical Requirements:
Ability to sit, stand, walk on uneven surfaces, visit job sites.
Working Conditions:
Approximately 95% of the time is spent in the office environment, utilizing computers (frequent use of MS Office Suite, Tableau, etc.), phones, and general office equipment. Approximately 5% of the time is spent in the field nationally and internationally, visiting potential and existing projects, evaluating sites, and meeting project team members and various stakeholders.
